MANILA, Philippines – It was thought to be a place for expression and free speech, where information that could shape public policy and save lives can be shared and disseminated.

But its dark side has cropped up in recent months, especially in Philippine cyberspace. Since the election season, black propaganda has surfaced in relentless social media campaigns, where paid trolls sow disinformation, fear and hatred among Filipino netizens.
